Equal Enforcement of Work Rules

What problem does it solve? It seems that various Departments, Divisions, Agencies, and even individual units within the same office interpret and/or enforce rules differently and subjectively. What is your solution and who does it apply to? Centralize all human resource functions to help eliminate the favoritism and "bully pulpit" practices that so many of the Departments employ. This could very well help put all staffs on equal footing. They could then focus less on self protection and more on serving the citizens of NJ. What is the anticipated impact? Staff would be healthier and provide better services to those we serve.

I have experience these "bully pulpit" practices and they most STOP. Office rules and regulations should be for ALL employees.

Agree a hundred percent with centralizing all HR functions.
