No! absolutely not! It should be up to the department heads to decide how much staffing they need. I don't understand where this suggestion is coming from because any new hire requires a justification.

I agree with reducing internet access. Not all employees need the internet to complete their duties. If an employee's duties do not require internet access, it should be disconnected. I believe that productivity will increase when an unnecessary distraction is removed.
Also cell phone usage reduction..although hard to implement.
