Save costs by NOT repaving the shoulders unless required

What problem does it solve? It will result in appreciable cost savings as all road repaving projects are high cost and repetitive (yearly) and consume significant part of the state and town budgets. What is your solution and who does it apply to? Current practice is to repave the entire width of a road/streets including shoulders on both sides even if they are in a reasonable shape. If the authorities can eliminate the paving of shoulders where ever they appear in sound condition, it will certainly reduce the size of huge funds that are spent every year on road construction, otherwise, more miles of roads and streets can be repaved within the same budget. What is the anticipated impact? Direct cost savings to the state or town or county or resulting in additional mileage of repaving
