Compensatory time off bank

What problem does it solve? Reduce paying overtime; cover time that otherwise would result in overtime paid. Any time that is cashed out is at straight time; it cannot be used later to make the result overtime pay. What is your solution and who does it apply to? Enable the ability to bank overtime hours and get corresponding time and a half amount of time off (8 hours worked - 12 hours banked). This would save the state on paying overtime and give incentive in the form of time off (paid at straight time) rather than dollars. This would affect units with a lot of overtime and difficulty filling shifts. What is the anticipated impact? Increase employee morale, give more incentive to cover additional shifts, less overtime.
