What problem does it solve? It would reduce congestion, accidents, and pollution. By not having to stop for tolls, less fuel will be used and fewer accidents and less congestion will result by eliminating the jockeying for position that occurs approaching and departing from the toll booths. By maintaining highway speed, less fuel will be used and there will be less pollution as a result. What is your solution and who does it apply to? Gas taxes can be raised to replace the lost revenue from tolls. What is the anticipated impact? The change could be phased in with retraining of employees to other positions and attrition due to retirement preventing employees from losing their jobs.
