What problem does it solve? Texting and driving brings harm to drivers on the road. There's no denying that in NJ, texting while driving is a major distraction that ultimately causes accidents and deaths. There is no way to measure ahead of time how severe these accidents could be, but one thing has been proven time and time again: texting while driving may result in death. In NJ alone, texting and driving caused thousands of accidents which also results in many unnecessary death. What is your solution and who does it apply to? Make texting while driving a Surcharge violation. What is the anticipated impact? 1) Will lower the number of crashes and deaths when drivers are aware of Surcharge monies owed. 2) Will decrease auto insurance premiums, especially for the 17 to 21-year-old drivers who are statistically the abusers. 3) Will increase Surcharge revenue for the State
