What problem does it solve? Employees lack of understanding about the multiple branches of the government. What is your solution and who does it apply to? My solution is to create rotating positions that allow for engineers and other employees to grow between multiple departments. This will allow for new employees to get a broad scope of the state and its responsibilities. What is the anticipated impact? I believe by implementing a job rotation program DOT will be grooming well rounded leaders within the state.
I wonder how you will get around the lack of efficiency that will be created if persons are consistently rotating positions. I understand the value in educating employees on multiple agencies in state government, but the cost of such a wide-scale job swap seems too high for the perceived benefit.
